Is oil injection in service ?----Tested if in service?----Or running with convention pump on side of the block.----Perhaps test run with timing light hooked up to see how spark behaves at speed.

Fibreglass hull?
Is the boat trailered or does it live in the water?
If the latter, could be a waterlogged hull.

Yes, primer bulb is pointing upward and toward motor, and red lever is parallel with solenoid body, It is not oil injected. Aluminum boat. Again, thank you all for your suggestions.

i.e. has this motor ever worked well for you?

If it is a new problem, try removing the high speed jets and ensuring that they are unrestricted....full diameter.

It is new this year. Motor ran great last year. I suspect it is ethanol goo in the carbs now. I'm going to take it out after doing all of the previous stuff, and if that isn't it, then I will pull the carbs and see what it looks like.

When you choke the ignition do you get any surge in power?

Primer bulb should be solid, no worries there.

Possibly a rebuild of the fuel pump is in order too. That's pretty quick and cheap to do.

Where the carbs get fuel, do you have an intake manifold? My last owner had like 3 tees installed, took me forever to figure it out because I didn't know it was supposed to have a proper manifold.

I do agree it does sound like a fuel issue, but I'm no expert.
