9.5 evinrude motor surges and misfires

i have an older 70's Evinrude 9.5hp motor that was running fine one day and all of a sudden started to misfire and surge so i changed the plugs. it still misses and surges and will only go just over idle. it also will only run on choke now... do you think this is a fuel delivery problem, or an ignition problem? i will check the points tomorrow and open up the carbs to see if they are clogged or dirty. any help is greatly appreciated

Your on the right track. I just got my 73 running better on the weekend. It would have great acceleration to 5mph and then take for ever to get up to 7mph which was as fast as it would go. Lots of surging as well. I re cleaned the carb. and cleaned and re-gaped the points and she runs great now. I'm not certain which procedure fixed it but if I had to bet I would say the points. Mine were set ( by me) a little under .020, although I have no idea why. I hate it the second time around cause I can't blame the last guy anymore. Best of luck. Rick.
