My 1975 was doing exactly what you described, and although the fuel pump was pumping, guess what? I took it apart and found very stiff diaphragms. One corner of the pump diaphragm was pulled inwards due to it shrinking and enlarged one of the four corner holes enough to cause an internal leak, and this was enough to make the engine act up intermittantly. Anyway, I got a pump rebuild kit from Sierra, but new pumps have come down in price from $80.00 to $40.00 dollars so you may just as well get a new one. You must always use the clamps on the carb, and fuel line fittings, or the pump will have problems. I suggest you do as I did and replace all the fuel lines, they get quite stiff ans don't seal well, even with a clamp. Make sure to replace the o rings in the fuel line connectors coming from the squeeze bulb, and connector to the tank, if they leak you get air in the pump and it cavitates.
I am going to check exactly that issue out and I will report back. Other than my top rpm issue the engine runs perfect. I am happy I pulled it out of the shed and took it on as a project. The tank and the tank line is brand new. I hope it is just the fuel pump.

Ok so I have an update. I had some time to play with it this weekend. New fuel pump kit certainly made a difference. It has a much better hole shot and motors right up to top speed with no issues. However once at top speed it seems like the motor stills falls back to 80% about 700rpm's off full throttle. It then will stay there for a bit. If I turn the engine towards port and put some torque on the prop it seems to pick the rpms back up. I also think I have found another minor issue. It looks like it has sprayed a minor ring of oily crap around the inside of the cowl. (top Crank seal). I did a seafoam decarb a few weeks back and just rechecked my compression again with the engine good and warm. Took it for an hour run I was getting reading very close to 110lbs for both cylinders with about 5 pulls each cylinder.

Would a bad or damaged top crank seal allow the vacuum to drop enough to affect the carburator fuel draw and result in the rpm loss at WOT? Old motor, old seal? Are they easy to replace? Do you you have to split the block

Not 100% since i pulled it from the shed after sitting for 12 years. It did not run at all when i started. Here is how i got to where i am today. Great compression, over 105lbs on both cylinders, new tank, new lines, new fuel pump, new coils, new points and new condensers, carb has been off twice and cleaned twice. Tried both my 9.9 carb and my 15 carb and they both drop rpms at speed. Now it idles great, great mid range however the issue is, I will be cruising across the lake everything is fantastic and then a few hundred rpm drop off for a bit, then it picks back up, then it will drop a few hundred rpms, then it picks back up again. Could drop rpms for a few seconds or a couple of minutes. It is not dropping a cylinder, it feels like the throttle backing off to 80%. the only thing i have noticed is that there may be a failure starting in my top crank seal and i am wondering if it would affect the carb vacuum enough to cause an rpm drop off at speed.

If you suspect it then replace it, it's a 20 minute job.
