9.9 gamefisher by force does not pump in gear

I have a 1988 9.9 Gamefisher by force model #225.581990 the problem im having is in neutral it pee's fine, as soon as you put it in gear it stops pumping completely, i have replaced seals on the water line, pump housing, gasket and the impellar, the key is in the impellar fins are the correct way, i am running it in a 50 gallon tank, dont understand why it pumps so well in neutral but nothing in gear any help would be appreciated.

Is the water level deep enough in the tank? It is possible that at idle in neutral, the water is being picked up, but in gear, the prop will create a lower water level around the L/U, low enough that it can't suck any water up.

Yes im sure the water level is high enough, and it is high enough in gear aswell, ive tested this in the tank and on the boat, which i had run the motor on before and it was pumping just fine then,the motor sat for a while so i replaced the impellar and it would pump in neutral but nothing in gear

Have you advanced the throttle while in gear to see if water starts flowing? Just wondering if when you drop her into gear, the RPM drops to a range that is insufficient to create noticeable flow. Get the RPM's up and see what occurs. This won't work in a tank - all the water will quickly end up on the ground!

Yea, i've tried that aswell on the boat it has little to no water flow at any rpm
