9.9 rope pull manual start reassembly

I am trying to get the rope start back together. Is the bolt/nut supposed to be tightened fully?
I have the small washer in place in the bottom of the spring housing, but when I tighten everything up and pull -the rope won't recoil unless I loosen the bolt
What am I doing wrong???

The spop manual covers that very thououghly. I advise you to get the OMC version.

I have the manuals on order, just looking for some help in the meantime.

If its binding, you are missing a part...yep, of course tight!
