9.9 Will not Shift until I turn Flywheel

I have a 9.9 Johnson (J10ECES)

It will not shift from neutral to forward or backward until I turn the flywheel about 1/2 turn.

I can put pressure on the shift and turn the flywheel and feel when it makes the connection about 1/2 turn.

It only allows me to shift that direction and still locks up in the other.
Forward to netural and netural to forward but not backward. 1/2 turn and I can go from neutral to backward but not forward.

After several turns it will work both ways but 1/4 turn and it starts over.

This is when it is not running. I have not tried it on the lake while it is running. I want to make sure it works before I travel to the lake.

Can someone tell me how to fix?

It's in the nature of a dog clutch. If nothing is turning it might not line up and so won't engage.
My owners manual even tells me not to try to engage gear when the engine is not running.

Nothing to fix, nothing is broken
