90 hp Force, will not turn over

Well, it will turn over with the spark plugs removed but with them in I get about 1/4 turn on the flywheel before it stops. Starter solenoid has been replaced and the battery is brand new. I also added a ground wire from the ground lug to the ground post of the starter. Still nothing......... I am fresh out of ideas and am looking for a couple new ones. I had the starter at an overhaulers, he checked it on his machine and said it seemed fine, to add the ground wire and new solenoid and see what happenes. He said if that didnt do it than to bring it back and they would do in internal inspection of the starter. So before I take it off again I thought I should ask those who have already done it.
WE are talking about a 1990 90 hp Force.

With the plugs out try the starter ...if it cranks slowly then you may have an armature short ....This fault causes a very hight current so if you measure your battery voltage under normal cranking plugs out you would not expect much drop say 12.6 to 12v but with a fault it will go well under 12 very fast ...assuming battery fully charged and you have no clip on ammeter for the starter cable.... Also worth measuring bat volts cranking at the battery and at the starter ...shouldnot be over 0.5v difference when cranking.
