90 hp Optimax VST voltage low

Ive got a 2008 90 hp optimax and Im only getting 4.9 volts to the fuel pump , aparently the 115 hp had this problem . Has anybody heard of this or is there a bulletin out from Mercury ?

How are you measuring this voltage as you cannot use the ground side of pump...
