91 johnson 60hp primer ball sucks shut and no power under load

91 johnson, replaced primer ball, fuel lines, filter, checked tank for blockages, new plugs, still bogs down tough under load and hard to start. once started, starts ok, let it sit, hard to start. i think fuel for sure, but were to look and what to do.

With everything you have already checked take a look at the tank breather system.
You can test by opening the tank filler cap & see if the problem goes away.

try another fuel tank (borrow one) did you inspect/clean the pick-up tube ??

There must be a reason that you decided to do all that.
It would help us to know the back story.

today checked compression, 120 and 110 in one cyl. should run ok i think though. checked for spark, ok. it seems theres a clicking sound when you pump up the ball. i did take out draw tube, ok checked tank, clean. wont start at all once you pump it up until you hear a click sound coming from the right side of the motor( looking at it from inside of boat) then theres a soleniod on the port side of the motor with a valve on it. if you turn the valve, hear a click then it runs. ball doesnt seem to suck shut now, but cant tell because you cant run it without it falling flat. is there a some sort of valve in the gas intake side of the motor that would be making that clicking sound? also when you do shut it down, after a few seconds you hear that click sound again. wish i could find a mobile boat tech to come out. lol.

made a mistake, soleniod is on the starbard side on the motor. oops think it may be part of the choke system

1. Is the motor new to you.

2. Has it ever run OK for you?

3. Why did you throw all those parts at it?

4. How did you test spark?

5. Do you have an operater's manual that outlines proper starting procedure for that model?

boat ran great. started acting up one day a coupe weeks ago when going back to my dock. tested spark 2 ways, pulled wires off one at a time to see if it died. then the middle plug didnt make a difference so had my wife hold on to a screw driver and hit the key. yep spark. lol. update.... repaired wiring going to the choke soleniod. starts good now, just fall on its face under a load. went for a test drive tonight, and it ran so-so. got it back by hitting the choke button and then it would run good till the gas seemed to not be going in under good pressure. guess maybe time to do the carbs?

Hitting "choke" button (engaging fuel primer solenoid) results in fuel going directly to the intake manifold.

"Just fall on its face under a load" means what? -
1 - Eng dies as soon as throttle is advanced
or
2 - Eng runs ok for 15/20 seconds at full throttle then acts like it runs out of gas?

Maybe.

??? You changed a pile of fuel delivery parts but now are thinking it is the carbs. Why?

4. How did you test spark?

You didn't.....you got your wife to do it.... Risky business. :)
Better ask her how big a gap the spark jumped. Hint: from her thumb to her index finger is not quantitative enough. :)

will run at idle pretty good. sometimes acts like it running out of gas, but mostly runs good at idle or just above. when you give it throttle, it will act like its running out of gas with in a few seconds.( 2 or 3)

Usual problem is slightly fouled HS jets, throttle butterfly opening too soon, or sticking timer base.

Simple check to see if the tank is the issue. Fill a gallon jug with fuel mix. Remove the tank end fitting from the fuel hose and stuff it in the jug. Run the motor.
