94 88hp rude trim problem

tilt works fine but when given power the motor goes all the way down and won't trim up until the boat is slowed down..any suggestions????

Are you saying that if you start with the motor in the trim range, not tilt range, that it will leak down to full negative trim? And then not move out at all under power?

Sounds to me like you have some bad seals in your cylinders.
