95 Evenrude 30 HP Engine cuts out at high speed

Anyone have ideas about the cause of the following problem: My 1995 30hp Evenrude outboard cuts out at high speed. After cutting out the engine seems to producing real hot water from cooling system (steam). If I turn engine off I have to wait five or ten minutes before restarting because it will not turn over. If I cruise at low speed 10 to 17 mph the engine runs OK. Anyone know what is going on?

Could be the impeller and or the thermostat.Less common the water passages may be plugged.
Be sure the water intake is clear.The water tube from the pump to the powerhead may be leaking or restricted.
