95 mercury tilt and trim question

ok, three weeks, three problems...

2 weeks ago, boat stopped shooting water out back of engine... needed new impeller... fixed.
1 week ago, rolling motor stopped working. Probably just the switch, but upgraded with a new one...fixed.
today, I go to leave to go fishing, and (thankfully), my driveway slants in such a way that I have to tilt the motor up to get out of the driveway.. so I go to tilt it up and nothing... BUT... it will tilt down.. So on my boat I have three ways to tilt up and down, and none work.. all down, none up. So I check battery, that was fine as expected... so then I go to the relays to see if their is corrosion...nothing. Here is the thing.

There are two relays, same relay, just two of them. When I switch them, I can now go up... and now down won't work. Switch them back, and now I can go down and up wont work.. Question is...

How do I know which one is bad?? I dont know which one is for up and which one is down, I just know when I switch one works (up or down) and not the other..

I THINK... that the one on the left, looking from the back of the boat is for up.. it clicks when I try to go up... I think the one on the right is for down... when I switch them and try to go down it clicks, but does not go down.. so is that the bad one? The one clicking?

Just wondering if there is a simple way to test... Thank you.

new relays are under $5 each. replace them both and put a spare in your toolbox. find them at auto stereo/alarm shops or on ebay. 5pin bosch style N.C. 12V relay. common as dirt.
