95 model yamaha 25 hp shifting problems

i have a 1995 25 hp yamaha outboard that i have recently put a new water pump in and when i went to put the lower unit back on the shifter acts as though its stuck it wont shift out of forward or into neutral or reverse. the shift rod on the lower unit will not move up or down manually with the unit off the motor either ? Can anyone tell me why this is happening. And how does the lower unit come apart?

Remove the lower unit, make sure the shifter is in netural in front of the water pump housing is the shifter rod. Grab it with a pair of pliers turn it counter clockwise untill the prop shaft spins freely both ways. The lower unit will be in netural at this time. Reinstall the lower unit and check out. You probally accidently shifted the lower unit into another gear when you removed it to r&r the pump..
