No water in the mid adding exhaust back-pressure will always idle higher than with the back-pressure in the water.
This is exactly why all final adjustments must be made IN the water and IN Forward gear. (Unless you've done this umpteen thousand times, then you still rather have it on the water just to make sure that it isn't just 'close enough', but that it is perfect).
