96 Turbojet 115 tan wire and alarm issue(four winns fling)

I recently picked up a 96 Four Winns Fling with a 115 Turbojet at auction for a song and dance. I'm very mechanically inclined and work on engines all the time. It will run, but only for short spurts before dieing. That's for another day.
Anyway, while trying to turn it over, I occasionally get a continuous alarm. I understand that the be an over heating alarm? (I have the 115 Turbojet manual). However, that doesn't make sense considering I'm starting it cold and it only runs for 3 sec at a time.
Perhaps relates, and what's bugged me from day 1 is I found a tan wire, connected to nothing, hanging in the bilge area. I've read some other posts and it sounds like OMC used tan wiring for all the safety switches/alarm circuits? So is this possibly causing my alarm issue?
The tan wire is on the console side (black) of the main plug. It looks like a previous owner maybe broke into the harness, evident by an electrical tape job near the plug. But the lead seems way too long to have been attached to the black plug and part of the factory harness wrap. Idk, I could be wrong on that. I've looked high and low and it's not obvious to me where this wire is supposed to be attached to.

I have a 95 and my wire is cut also...exactly like that
