97 4Ohp 4 stroke, turns but won't start

hello,
I've spent 3 weeks researching tilt motors and relays and finally fixed my tilt today. however, while swapping blue and green wires on tilt relay assembly, I accidently shorted the green wire to the red terminal on the relay assembly. After finally getting my tilt to work, I then attempted to start the motor, but it won't turn over.
it sounds like the starter is working fine, but the engine never runs. last time I had tried was 3 weeks or so ago. I'm thinking I either
1) blew a fuse when I contacted the green tilt wire to the red terminal on the relay assembly OR
2) bad fuel. when I started the motor several weeks ago, it started right up ( after sitting for 2 years or so ). when I was checking to see if it would start, I only mixed up about a half gallon in my tank. I'm wondering if maybe the fuel has gone bad ( due to ethanol, etc ) in that time. when I ran it several weeks ago, I did disconnected the fuel line and burned the rest out.
Any ideas where to check for bad fuses, etc?

PS - these forums are really helpful, albeit a little dangerous for the novice. the local marina had quoted 1200 to replace tilt motor and relay, but by reading through these posts, I was able to verify the tilt motor was good, then 'fix' the relay by repetitively clicking 'up' on tilt and tapping relay before it finally made a good contact. now it seems to work fine!

Tapping on a part does not fix it, It may work again for a little while but problem will return. Contacts or connections are more than likely the problem if tapping helped.

A service/repair manual is always the first thing to get your hands on and then read all about the motor and how to do things, along with the tools and equipment needed.
You need to see if there is spark or fuel problem

If it set up for that long I would think the carbs need to be cleaned along the lines and pump to make sure no more dried fuel hits the carbs

yep, I understand that I've only delayed the inevitable with the relay. Replacing everything would certainly be the proper fix, but it's tough to justify spending that much when I'll be lucky to get it out on the water 2-3 times this year. Just thought I'd mention the 'fix' for anyone else in the same position.

anyway, I've been checking around for a manual. I'm pretty sure I blew a fuse when I accidently shorted the two contacts.
