98 J115TSLECM fuel delivery question?

First off I am running off an external tank with fresh gas while I troubleshoot this problem so please don't tell me it is my gas.

I am going to start by asking a couple of simple questions because I don't want to confuse things with too much information to start. 1. When the motor seems to be acting up if I pump the primer bulb it never gets tight and fuel pours out of my carbs. Does this sound like it has to be a problem with a stuck carburetor float or could it be a fuel pump issue also?
The reason I ask this is because I have cleaned the carbs multiple times and even had a marine mechanic clean them for me the other day.

2. In my case where the carbs have been cleaned several times and I still have a possible carburetor problem would it be advisable to buy a carburetor kit and replace the float and the pin that hangs from the float?

If you have fuel pouring from a carburetor you either have a float that isn't properly adjusted, a worn needle valve that isn't seating properly or a carburetor float bowl that is warped or not sealing to the base of the carburetor properly.

Thanks. I have another question though because I am really trying to understand just what is going on here. I have been dealing with this for some time now and am tired of just blindly going through the carburetors.

Like I said before I pump the primer bulb and it doesn't get hard. Fuel starts to pour out of the carburetors. I took the front cover off the carbs and watched as I pumped trying to determine which carb was causing the problem. The result was fuel started pouring out of both at the same identical time, right down to the split second. What is the odds of both carburetor floats malfunctioning at the same time? I'm wondering if anything else could cause this problem, anything in the fuel pump or primer solenoid that could cause this?

Excuse me if I sound a little argumentitive but I have been through those carbs so many times I really want to understand just what is happening before tearing things down again.

if the primer is in auto you should be able to pump the bulb till its firm. If the primer is in manual then you will just be pumping gas into the motor. So check the primer lever is in line with the primer body first

if you have to pull the carbs again, get a small piece of fuel line and turn the carb upside down (drain it first) then attach fuel pipe and blow in to the carb if air goes in when its upside down there a problem with the float/needle in the carb
