99 yamaha pro V

Any ideas on why a 99 yahama pro v would say it's over heating when trolling speeds are needed. I've already had the water pump changed and it's still spitting water at that speed. 1.5 to 2 mph. Oil is also there. Any ideas so far the dealer has charged me $500 for a new pump and time working on the oil to see if that was it and still no fix. So if you an ideas please let me know. Thanks

when was the last time the pressure control valve was maintained?
remove the cover and valve,remove the 2 dollar grommet, clean the pocket carefully with a pick, replace the grommet taking care NOT to let it fall into the cover, reassemble.
problem will most likly be solved.
its the normal cause of low speed overheats, that or the t-stats have been removed.
