The water intake is the screen behind the prop. It won't work on muffs. Put it in a tank and get it deep enough (pump well submerged)
You would have to look very hard to find any difference between a 1966 and 1967.

There's a slight chance. One thing you could do, is get that lower unit submerged right and run it with the thermostat removed. With the cap off, you should see water gush out. If not, then your impeller is shot.

Zephyr knows this, probably not remembering we are talking about a 33, but there is no thermostat on a 33, but there should be a healthy spray of water out the exhaust relief port about half way down the backside.

Oh ****. My bad. Yea, that's right. No t-stats on the 28's or 33's are there?

Yea, the exhaust relief port should be gushing with water, if you have a good working impeller.

Nope. None on the fifties Bigtwins and clone Johnsons either. The motors that had the t-stats were the "fat midesection," Superquiet motors.

BTW, you can run these motors on muff, if you make a set to fit. Just take the rectangular style muffs and cut about a third of them off, along the long dimension. When in use, position the muffs so that the cut edge rests on the top of the cavitation plate. You will get a lot of leakage, but that doesn't matter, as long as the pump is getting enough water to pump through the motor.

thanks guys for all the info this is great i had no water at all gushing out of exhaust port when i was running it with the ear muffs but clearly that was the problem i will try and run it in a tub and see what happens i ran it for about 5 mins with the ear muffs on and no water if the impeller wasn't bad before what are the odds it is bad now i was able to locate a manual for a 66 at cramies manuals .com
