Welp, I am bringing this one back. I have had my boat out a few times fishing over the last few months since I started this thread. I bought new cables. Still didn't seem to help. I also got a used, but in good shape OMC throttle. That too didn't seem to help. It honestly appears like I am not getting enough throw in the lever. I did slack and never checked that shift rod length. I am going to take a look at that this afternoon. After that, I am going to check the clutch dog.
