The circuit is failing in that condition.

Use a volt meter to find where the continuity stops.

Measure between two points in the circuit.

The only significant voltage drop, greater than 0.5V, should be at the motor.

The failed point will have the full 12V drop instead.

Do I need to put it in the water to do this since it works fine out of the water?

The measurements will only show the source when the problem is happening, so yes, measure when in the water while it is failing.

More than likely a trim limit switch is taking on water and reading closed.

Try to jump out the limit just to see if the motor will trim out.

I do jump the trim to get it up:p and that works to get it out of the water.

Kevin, That is strange. I am with Bill, the trim limit switch is showing open when it is wet, for some reason. You might take a look at is.

Your welcome. But really it's just basic electrical knowledge, as well as good trouble shooting, mixed with some experience.
