Adjusting fast idle

When I push the button at the base of my throttle lever, it does not move forward to allow me to accelerate the engine speed out of gear. Is there an adjustment for this? Could it be tension on the throttle cable? When I picked the boat up from the dealer a few days ago, of course it worked but when I got the boat in the water... well, you know the story.
Any and all help is appreciated.

It doesn't move the shifter forward, you have to do that while the button is pushed in. If you bring it all the way back to neutral again, it will go back to throttle and shift.
