If a car is doing 100mph. At the point where the tire meets the road how fast is it going.
Nope, the correct answer there is n/a. If he is sliding on the ice, the tire is not meeting the road, like the original question asked, but meeting the ice, which is on top of the road. And, even so, you forgot to add the speed of the earths rotation/revolution + the speed that the tectonic plates are moving across the mantle of the earth.....If skidding with the brakes locked on an icy road? 100 mph.
