You cannot tell by a picture whether or not adjustment is needed. You really need a service manual for your specific engine. Now don't get all huffy on us for saying that. The adjustments you are wondering about are part of what's called a "link&sync" process. That process is many pages long in the service manual and obviously too long to type here. You don't start in the middle of this process and adjust one or two linkages as that screws up other adjustments. You start at the beginning and go to the end. What you should do is remove the air silencer, push the throttle wide open and then look into the throat of each carb. The throttle plates should be perfectly horizontal in the carb throat. If not, you need to do the link&sync. If they are correct, chances are you don't need to mess with the linkage. Those adjustments deal with idle and WOT timing and throttle pickup. Do it wrong and you can screw up a perfectly good engine.
