I am experiencing the same problem on my first boat / fixer upper with a 95 merc 4.3l. I have read and heard to trace the purple wire and make sure all connections are good and that there are no breaks in the wire (occasionally found near the manifold). I have still been unsuccesful. My boat has sat for a long time with fuel in it and I am hoping / not hoping it is due to bad gas that I am tryig to run out and all of my problems will go away! lol.

Don't think Merc made a 4 stroke in '95. Please be more specific.

If that is a Mercruiser I/O you are both in the wrong place. This forum is for Mercury outboards.
