No shutoffs on my older merc boat. Maybe put some towels down before spinning old filter off in case you spill. I fill the new filter with fresh fuel and spin it on. Start it and check for any leaks. I also dump the old fuel from the filter into a mason jar and let it sit for a few hours to see if there's any water or other contaminants in the tank

As long as the filter is higher than the tank it won't syphon... A touch of oil on the seal ring and you're good to go...

Do yourself a favor, start and run the motor prior to changing the filter. That way the fuel system is already primed and you don’t have to mess with filing the filter with gas prior to install.

Ayuh,..... Welcome Aboard,...... I use either Napa 3225 or 3226 fuel filters, same filter, just one is ever so slightly deeper,...... maybe 1/4" difference,....
I pre-fill 'em 1/2 to 3/4'ers full to help with spillage,...
I also pull the oil dipstick to get a couple of drops of oil to lube the new filters gasket/ o-ring,.....

If yer fuel system is still stock, the anti-siphon valve at the top of the tank, stops any fuel flow without the fuel pump's vacuum,....

When removin' the old filter, I crack it loose with my filter wrench, then slip a freezer baggie up around it, 'n finish spinnin' it off, droppin' it into the baggie, 'n seal the baggie,....
At the dumpster, I tip the filter upside-down, 'n inspect the contents of the old filter, mostly lookin' for water,.....
