I realize you want a low budget,BUT, She's a Cobalt,thats a great boat, the damage was caused by a combination of electrolysis & salt water,must have alot of current in the water at the marina,Anyway....looking at the big picture,forget the lower unit,its trash.I would try to start engine,remove all plugs,remove coil wire,spray Blaster PB into each cylinder,then bump motor over,when,and only when, motor turns freely hook back up wires,spray carb cleaner add small amount of gas and see if she'll run,in the big picture sacrificing an impeller will be the least of your issues,gonna have to replace it anyway.So lets say she runs...Then try all the accessory lighting & switches,its possible the corrosion damaged the wiring,If all works,theres light at the end of the tunnel,before tearing the exhaust manifolds off,strip the interior,clean & store.i doubt theres much structural damage,these boats are all glass encapsulated so water penetration shouldn't be a problem,As for parts (outdrive ect..) south Florida is a graveyard of rebuilt drive&motor parts,get busy on the computer,Yea,its gonna get expensive,but its worth it,re-built and cleaned up she's worth between 15K - 18K. Remember...take it slow,be methodical,start & finish one project at a time or it will seem overwhelming..Good Luck Amigo. Keep us posted.
