Like Bond-o said, a mechanical bond is mostly what you'll be getting on old glass, so you want that mechanical bond to be as good as possible. Use a small grinder with 36 grit discs and you'll be fine.
I don't think I've ever seen a black waxy product used in a bilge and I think that's why you didn't get many responses to that question.
I did use car under coating to seal some exposed foam on my jet boat though.
