Bad Powerpack ?

I have a 2000 130hp johnson 90 degree looper.The quickstart function is not working properly,its always on,wont come off of high idle.The motor reaches normal operating temperature,the temp switch closes at about 98 degrees{tested in and out of motor so im sure about that}but quickstart remains on .If i jump the white/black wire coming from the powerpack directly to ground it should disable the function and go to low idle,but nothing happens.Should there be a voltage on that white black wire to ground.Possible bad powerpack? Thanks for any help

You need to be sure its the Quickstart that is causing the problem. First, make sure all your throttle and timing linkages are returning completely to the stops. Now to test the Quickstart. Putting the eraser end of a pencil in each sparkplug hole turn the flywheel by hand until you get the piston to its highest point. Mark the outer edge of the flywheel at the timing pointer. Do this with all four cylinders. Now start the motor and let it warm up. Using a timing light, check the timing of each cylinder. The marks you mde should show up near the pointer. With the engine running disconnect the white/black wire. The mark should move approximately one inch. Check each cylinder like this. If one cylinder fails to move the problem is probably the timer base. If none of them move its the powerpack.
