Could be a siezing/siezed C/V joint inside the swivel housing or worn swivel pin bearings.<br /><br />Easy for the workshop boys to check - disconnect both outer tie rod ends and turn each tyre from lock to lock, should be smooth and easy but with no freeplay. If one side is tight or binding, that's your problem.
