Please turn of the Cap Lock :)

If the hull is not de-laminating you could be okay. Look at the blisters, its it the entire hull? Before you purchase find out why it blistered.

After there repiared it will require a barrier coat to stop it in the future

Its is a pretty big job as it generaly requires 3 coats to build up the required thickness

While blisters can happen on any boat they seem to get more out of control on sailboats

Most blisters are only really a cosmetic issue that are in the first layer or two of the laminate, not nice to look at but, the boat will still work as designed. In some cases they can get worse and cause large areas to delaminate (rare). The fix is costly and may not last because the resin used to make the hull is normally the cause. When they repair it, they remove the gel coat and a layer or two of glass to get rid of the blisters, then coat it with an epoxy barrier. After a period of time, water can still find it's way through the barrier and into the laminate though, if this happens the blisters may return. There is no way to tell how long this may take, 1 year, 5 years, 20 years, but some places do warranty the work for a period of time.
