Blocked oil/unburnt fuel drain

I'm waiting for parts before I can reassemble the lower unit on my outboard(28hp 1962 Johnson).I have noticed what I think is a drain hole that would let out left over water and unburnt fuel and oil once the boat is removed from the water. The hole is small and is situated close to the shift rod bush. The hole would be at least 100mm long before connecting to a small hole just above the gearbox. I have tried to clean it out but its block solid with a hard powdery substance .I don't have any drills long enough to clean the hole out and was wondering if anyone has some tricks to cleaning out the drain hole. At the end of the day it probably doesn?t matter if I can't unblock it but I do have some time to kill before parts turn up

That is a drain hole.------In cold climates there is a risk of freeze damage.------A long pointy pin along with water can be used to clean it out.

Get a piece of "mechanics wire", grind the end to look like a chisel, stick it in a drill and try to ream the hole out.

Is the drain hole a straight parallel hole .I managed to get to within 30mm of the bottom and have hit something hard.I have ground the diameter of the drill down to 1.5mm at the end but it still would not go any further. Maybe someone else has tried and broken something in the hole? Anyway if somebody has any other ideas let me know
