Boat being propelled in neutral. Help!

When I start my motor (1986 30hp Evinrude) it sometimes acts like it is stuck in gear even when the shifter is locked in neutral. It does not do it everytime but on occassion. It won't start if it is in gear so I know the shifter is locked in neutral, because it starts. If it does it when I have the fast idle lever up it can move at a pretty good pace. It can make things very hairy not knowing when it is going to to it. Oh, it doesn't move at a full speed when this happens, just fast enough to be scary.

try adjusting your shift cable, engine may not going into neutral, even thought the controller is in neutral. the controller has the neutral switch, not the motor.
