Sounds like you've got two separate problems here. As far as the neutral issue, make sure the shift linkage rod at the lower unit is moving when you move the throttle from Forward to Reverse. Not sure what your lower unit looks like but the small rod in the picture moves up and down to shift from Forward, Neutral, and Reverse. Normally you can only see the top 2 inches or so of the rod. Might help if you can provide a picture of your lower unit so that we can tell what type it is, if it doesn't match the picture below.

NOTE: Make sure the throttle handle is not in the Neutral Fast Idle position. If it is, this will disengage the cable that moves the gear shift linkage and you won't go any where when you push the throttle forward. To get it back to engage the shift cable, pull the throttle handle all the way back into full reverse, then back into Neutral. If it was in Neutral Fast Idle, the handle will "click" and you're back to normal operation.
Take a look at your trim relays to see if they are fully seated. Might try reversing them to see if the problem is the relay themselves. This is what the relay itself looks like.

This is the relays attached to the wiring harness. They just plug in. I'm sure that there's a good chance that your wiring hatness doesn't look exactly like the one shown, but the relays and the way they're attached should be similar.
