Trust me when I say a carbureted 5.0 won't turn a 21" prop to wide open for a 4400 lb boat. My 350 mag would only get 4400 rpm with a 19" pitch on my 4000# dry Formula.
Get a 3 blade for top end, or a 4 for control at mid speeds. I'd recommend 15". That boat is big for the engine you have,
The 15" will get to the right rpms,and it will get out of the hole better with it's shorter drive ratio.
That boat will always burn too much gas, they all do!

Had my mechanic check linkage and go over motor. All is well with that, so I am going to go down gradually until I find a happy spot. I ordered a 4 blade aluminum 19p, and will see how it does. Currently, I have a 21p 3 blade.

Why the hell would the setup be OE and come that way from the factory lol?

Forgive me if I am late to the game. I had a similar issue on my ?88 Reinell, 5.0L I/O. After going through the fuel and electrical, it turned out to be a combination of timing being severely retarded and a tired motor (low compression on all cylinders). The boat still runs well enough to have fun with and I went from a 17 pitch to a 15 pitch recently (have not tested yet) but with the 17 pitch I went from 25 MPH max and 3000RPM to 38MPH max and 4000RPM by just fixing the timing and dwell. I will make up the extra 400 or so RPMs by using the 15 pitch. Point is, check your timing and compression ASAP. It is not difficult to do and you can get the rental tools from the local auto parts store. Lots of videos on YouTube and advice here on how to complete the checks.
