Problem solved!
The trailer switch uses a single throw double pole spring loaded switch. Someone had spliced the two up trim wires together, and then connected them to the switch. I cut out the splice, and then connected each wire to the switch separately. The drives now go up and down indepenently, and the trailer switch brings them both all the way up just as it should.
