Well, after an embarrassing number of years in which I've done virtually no maintenance on my 28AE (it's been sitting in the Amsterdam canals), I've finally found a service manual and started by cleaning out the impeller. Turns out the shellfish in the water pump were blocking the water flow!
Anyway, in maneuvering the engine around while disassembled, I managed to break the water pipe (this is a short - maybe foot long? - pipe that goes from the water pump up into the engine assembly. Since the engine's so old, I'm not sure I'm going to be able to find a replacement, but I'm thinking of trying to patch it with some hose and clamps. I figure that it's cold water at that point, so it shouldn't be a big deal.
Oh, and if anyone needs to know how to get to the impeller in a 28AE, I now know!
