I'm thinking windlass control... top knob either fuse or speed adjustment?! Just a guess but found this while searching Best guess was windlass... many boats come prewired even though there may not be one

it is exactly the same as the one in your picture...I am sure it is not a trim/tilt switch and I know it is part of an instrument. I mean I know it was a two pieces instrument and I am looking for the complete model name. It work with the anchor. Definitely.
