Can I reaplace this?

I just purchased am 1986 Sea Ray Monaco 207 and the trailer brakes are non-existent. Trailer has tandem axle surge brakes. The actuator can be operated by hand, no fluid in it, and everything is all rusted up. It just slams open and shut when I pull it. The shock absorber is also shot. No brakes at all. Guy I bought it from has had it for 5 years and has never used the brakes on it. I was just going to replace the actuator, but I don't even know where to begin. I don't even know if I can since this thing is welded on. Any ideas?

Probabally be easier to try to rebuild it than replace it. I'd take the MC out and see if you can identify it

Could just buy a new one and use everything but the welded in portion, might be cheaper than pieceing it together...

Make sure you flush the system and check the lines. Nothing worse than thinking all is well and finding out otherwise.

The other posters are correct. You have an Atwood actuator and the master cylinders are easy to find-you can get one directly from Atwood. Their replacement comes with a new gasket (make sure you get a good seal there) and also make sure that you get the new rubber boot for the master cylinder as they dry out and fail regularly. Make sure all the other connection points on your line are sealed as well when you bleed it and you should be good to go. No cutting and welding necessary.
