Can someone help me identify this part

I'm trying to buy a replacement piece but can't figure out what that's called or what to refer of it when calling mercury.

That round piece that's circled in red that goes to the bracket.

Clamp bracket, thumb screw, washer.

look up crowley marine they have a web site with all merc's broken down names, numbers,years and hp i found it very helpful check it out.
