Cannot pull throttle control back into reverse???

I have a 1989 Bayliner Capri 1950 with a 3.0 liter I/O. My throttle control is labelled "U.S. Marine". When pulled "out" into neutral it will work forward and backward just fine, and it also throttles the engine in both directions fine as well. When pushed back "in" to engage the propeller it will not even allow me to pull it back into reverse but it will go forward and spin the prop forward. Also, the lower half of the neutral safety switch is snapped off at the screw and does nothing. Any ideas? I've read a few posts and it sounds like the lower cable may need to be replaced, but if that was true it shouldn't go forward correct? Any suggestions please?

My 1st Guess is,.......
Your Controller is Shot........
I've read a few posts and it sounds like the lower cable may need to be replaced,
Possibly,..... But I doubt it.....;)

Try disconnecting the cable at the shift plate at the engine and see if the handle will move into the reverse position. If it still does not, there may be a loose bolt head blocking the movement, or something else that has fallen into to the mechanism (a broken off piece of the neutral safety switch?) Or like Bondo said, your controller is shot.

If it does move freely back and forth, then your problem is between the shift plate and the outdrive (lower shift cable)

I replaced it with a new one. It was shot.
