cant get spark advance to work

1985 evinrude v-4 115hp

the throttle linkage opens the carbs but the top linkage doesnt move when connected under the flywheel. if i take the linkage off, the throttle cable moves it fine. i have havent taken the flywheel off but before i do i need to know if there is anyhting under there that can cause it not to advance. i can move the lever freely by hand, it just doesnt move in sync with the throttle cable

I'm not even sure I know what is going on here, let me see if I have it right. You say when everything is connected as it should be the spark advance doesn't move when you advance the throttle, but when you unhook it it moves like it should?? If you can move the advance arm by hand then there isn't anything under the flywheel that would stop it, sounds to me like you need to do a link and sync, but that's just me and idk if I am fully aware of the problem you are describing.

exactly. between the 2 arms, the one on the bottom has the throttle cable. the one on the top has the linkage to the spark advance.when you push the control to full throttle the carbs open, but the spark doesnt advance. i too the arms off and there if nothing that catches on the throttle arm to push the spark, but there is a piece that pushes it back when you go back to neutral. i can move the top linkage by hand but it feels like kinda a sticky feeling but it does move. is the spark advance suppose to float forward with the throttle or is there something that keeps tension on it to advance it?

If the friction in the armature plate holding the sensor coil is higher than the spring tension in the vertical arm, ignition will not advance.
Suggest you remove the flywheel and lubricate the armature plate.
Take it all off, clean properly and lubricate with appropriate grease, not the normal waterproof grease used on prop-shaft, steering etc. That gets too hard!

i pulled the flywheel and found the problem. there are 4 screws with tabs that hold the armature in place. one was loose and twisted to where it was rubbing and holding it from advancing. straightened it out and cleaned and greased everything and it works like new!
