Can't move remote control shift/throttle handle

1987 Merc 165 (3.7L), Alpha 1, Gen 1

Please help:
I just replaced the bellows and installed my outdrive. The remote control shift handle was in the full forward position while doing so; however, now the shift handle will not budge or move out of the forward position. I'm guessing that the prop didn't have enough CCW tension during the install.

*I disconnected the shift cables on the port side of the engine and the throttle cable on the starboard side, but I still can't move the shift/throttle handle out of the forward position. Can someone tell me what's going on?

Something is broken in the controller itself.

A faulty shift or throttle cable can cause it not to operate also. Even though you disconnected them from the engine, they are still connected to the contol.
Remove them from the control, then see if it moves.

do not take off the handle!!!!!!!!!!!!!!!!!!!!!!, do all of your work from the back, it would be easier to repatch the hull than to reassemble the handle!!!!
