can't raise motor after power outage

Have a 1984 Mercury 200 Black max. we burned our wiring and lost all power. As we went to raise motor, it would not raise. We read the "Emergency raise rules" on motor but nothing happened and followed them. We could not raise motor to get boat on trailer hitch. Is there a "trip switch" or something to loosen motor to raise it after a power outage on the boat. Fluid levels were fine.

There should be a knob on the pump that you can turn to allow manual lifting and lowering. Sorry to hear about the burning wires.
