I have the same issues getting a grip on my fuel filter.
My engine is the 4.3L MPI.
I remove the fuel lines (nothing at all spills), then remove the two bolts holding the bracket on the engine. I have a wooden workbench, and I use two lag screws to bolt the bracket to the bench, gives me plenty of room. I went out and got one of the filter wrenches that resemble a channel lock pliers- they get a good strong grip on the cannister, and the handles are long so good leverage. I did spend one rather frustrating afternoon trying to unstick the damn thing only to realize I was turning it the wrong way. You shoulda seen how shredded up the casing was on that one!

Success!!

So I removed the main fuel line from the feed side and plugged it with a 3/8ths inch bolt. I then removed the output and return lines from the filter bracket. After removing the bracket completely from the boat I was able to finally remove the filter. I tell you what, that was on there so well there was NO way I would have been able to remove it while still on the boat.

As you can see from the picture, it was the stock filter, and I can guarantee I was turning it the right way from the beginning. You can see the chew marks from the vice-grip style toothed wrench that ended up being successful.

New filter went on with a coating of oil on the rubber seal. So next time it won't be so hard!

Looks like somebody at the factory was a little too enthusiastic putting on your filter :)
