Carb adjustment

I have a 1956 Mercury 20hp (Mark 25 Model) It has good compression and new plug. I cleaned the carburetor and flushed the fuel lines. I can get it to run in the start position and it sounds good but when I turn the handle to the shift position as the rpm's drop it dies. I believe to to be the adjustment of the carburetor. I have attached a picture. There are 2 adjustments, one with a spring behind it and one without. What is the correct technique to get these set correctly. Which one do I adjust first. When I turn either one while its running it dies soon after. Someone told me it had to do with the water pump, but that makes no sense to me? The water from the pee hole could peel paint off the driveway.
