Carb starting and idling problems

ok full story, bought a used 78 25hp johnson, ran rough especially at high speed, checked out carb and found a missing screw for bowl to body attachment. replaced and ordered a rebuild kit but being fishing season didnt want to wait:) so i tore down the carb as much as i could without messing with any setting and cleaned it, ran great!! rebuild kit came so thought i would do it right this time, tore carb down, found that whoever was in there and lost the screw also broke the high speed jet and was unable to remove it so i just cleaned it good. Next found that when i removed the slow speed needle, ther was no needle valve bearing so i installed it, and reassembled, screwed slow speed needle all the way in and 1 1/4 turns out, engine has hard problems starting now and wont idle well, tried messing with needle adjustment not to successful, noticed a couple of things though, when started and warm up lever is raised motor acts pretty normal, at idle which is rough when it does idle for a few seconds, i can pull out the choke and it picks up in rpms- would think this means more air than fuel and needs to have the slow needle turned out to richen it but not seeing much results

please help what am i doing wrong? dont want to miss too much fishing time!!

ok two things to check first in the carb the tub in the middle,should have a round gasket over it that the bowl seals to. the float its self is it levelwhin you lookat it faceing up, also your copresstion is good right? you mite have to ajust the idle srew undera load (like on the trailer at the ramp)

gasket is in place and compression is good. Float is level and drop adjustment is 3/4" just as it says. couple of things- when adjusting the needle i get to a point that it will idle without choke or warm up lever for about 10 seconds then it spits and dies. just a thought the only thing around that area that was not replaced was the retainer rubber piece that goes around needle at the entry point it was not included in the kit and did look a little worn, is it possible to be sucking air in there or anything?
