Carburetor Float Setting?

When setting the float level in the inverted position should the entire length of the float be at the desired setting or just the tip?
I realize at float drop this is not possible!

This is for an '85 115hp crossflow with top feed carbs.

As usual Joe has answered the question. I found this in a post about a 90hp that is experiencing the exact same issues I am having. Thanks Joe!

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.

Just make sure you have float drop or else no fuel into the carb.
