changed waterpump, but still no water??

1981 Merc V-200. I just the waterpump (the old one was finished). Started it up in the yard (with the water muffs) and there is still no steady stream of water comming out the back of the motor. Most of the water seems to be coming out the 2 small hole above the prop on the underside of the fin...I just pulled off the engine cover and noticed 1 of the thermostat housings on 1 of the heads is leaking a bit. I resealed and tightened it down, it seemed to have helped the waterflow a little and no longer leaks, so thats good.

The water seems to stream out in little spurts rather than a steady stream at all times...

Should the water be streaming out all the time even when the motor isnt warmed up? like smaller motors. Or, do the thermostats on the head control the waterflow? I am not familiar with the model or size of motor.

Also, would it be a good idea to remove both thermostats on the both heads? and just install the housing?? this way the water will flow through all the time regardless?

what exactly does the relief valve do on these motors? I opened mine up and the tip of the white plastic " + " piece is burnt and melted. Would this affect the waterflow at all?

Still waiting to here from anyone as to if it would be ok to remover the 2 thermostats in the heads and if they would affect the waterflow?

problem solved, pulled out the thermostats and tried her out on the lake.
