Chrysler 130 hp 1973 outboard backfires at low rpm

This is my first thread, I have a 1973 outboard which runs great at higher rpm's but when I come to an idle its sounds like it backfires and almost chokes out and some times does. I don't know if this is a timing issue or a carb issue, I would appreciate the help and any info on why this is occurring.

Profile??Location?? You might be close to someone who can help.
Unless someone's messed with the timing.That should be ok.
Start with,water in the gas?Do a compression test.
Clean carbs.While they are off check the reeds.
Then rebuild the fuel pump(some of this is just maint) with new diaphram.
The ethanol we burn is melting hoses and delaminating the inside of the hose.

Comp good?Then start with the airscrew on the carb.In till it just bottoms out and then out 1 full turn.
Then in the water,motor warm,in gear.
Turn the screw in till it barks,coughs,stalls and then back out 1/2 turn.
RPM's in gear about 750-800.
